Even during the beginning of the strike, Roosevelt recognized that it can turn into a major crisis. Why is this important? If you do not see what is coming, you will have little or no time to prepare for it. Worst yet, if one cannot even see the problem, it will end up becoming a much bigger problem. Remember the incident in which the passenger was dragged off an United Airlines flight? It took United Airlines a long time to even recognized that this is a problem.
